God Houses: Njord - Above all else, Peggy is a spy. Disclosing information, keeping cards close to her chest and secrecy are all in her nature. Njord fits her as she values her privacy above all else and being secretive is second nature to her.
Heimdall - Peggy is a practical woman but in her heart, she cherishes a deep belief in her ethics, in protecting the world and remembering to see individuals for what they are and not lose sight of the value of human life. Faced with the pragmatism of Howard Stark, Peggy stands tell and declares her values loud and clear, the same values Steve Rogers has inspired in her, loyalty and integrity and being willing to stand up against what's wrong in the world. As she will later say, "Even if the whole world is telling you to move, it is your duty to plant yourself like a tree, look them in the eye, and say 'No, you move'."
Personality:
Peggy Carter started her life as a little girl seeking adventures. When other little girls played with dolls and pretended to be princesses, she preferred to be a dragon or a prince, save a damsel in distress and dream of an adventerous life she could lead along with her older brother, Michael. However, growing up in the 30s, her mother and society made sure to remind her what's her role as a woman. Her mother urged her to be a lady and due to peer pressure, it seemed to work for a while. As a result, Peggy got a job as a code breaker for Bletchley Park, a job she's kept during the first year of WWII. But she also got engaged to a colleague named Fred Wells. She was never in love with him but mostly agreed to the marriage out of a sense of duty, as her mother has taught her. She honestly stopped believing she could ever achieve a different sort of life beyond someone's wife, even though in her heart she still wanted to.
Due to that, when a job offer came from the SOE to be a special operations executive, Peggy turned it down, thinking she doesn't have it in her. Her brother Michael came back from the war for her engagement party and was severely disappointed to find out she turned out the job he recommended her for and of her fiance's attitude as he said a life is comfort is everything they need and that being a spy? "that's not our peg". Michael confronted her and told her she has forgotten who she is, a woman seeking a life of adventures and that he believes she should take the SOE job. Peggy refused and walked away from him.
A little while after that, Michael died fighting for Britain. His death was a turning point in Peggy's life as she cancelled her engagement, took the SOE job and decided to pursue the life she wanted and that her brother died believing she could live. Peggy succeeded in her work in the SOE and eventually joined M15.
It was M15 who decided to loan one of its best operatives to the SOR, that's how Peggy got involved with project Rebirth, whose head - doctor Erskine, she had sneaked out of a HYDRA base. That's also she got to know Steve Rogers. By then, Peggy has been hardened into a sharp, strict woman but not a heartless one. Much like Erskine, she has noticed Steve from the start, despite his small size. Something about his stubbornness and determination drew her in as he, much like her, had to face many refusals and setbacks to get a chance at being treated as an equal. Still, Peggy hasn't shown Steve any special treatment. She was fair to all her soldiers who quickly learned to respect her after she nearly broke a fella's nose for trying to talk back at her. Peggy's no-nonsense attitude, however, didn't stop her from trying to stop the experiment when it was clear it was causing Steve pain. Her reaction has betrayed what she, until that point, never showed, that she cared for the young man.
After Erskine's murder, she returns to work and meets Steve again in 1943. She comes to see him against orders. At the time, Steve works as a performer with the USO girls. Her goal in meeting him was clear, she wanted to inspire him to do more, to be what he was meant and wanted to be, much like Michael has done for her all those years ago. Peggy's compassion and understanding drove her to Steve's side; she told him he doesn't have to be a lab experiment nor a dancing monkey and that she believes he can be more than both, as did Erskine. Her daring nature showed when she went against orders and got Howard Stark to fly Steve into enemy territory to save Bucky who was held with many other men in a HYDRA base. Peggy's belief led her into this mission and even when Steve was thought to be dead, she said she would never regret showing faith in him and helping him try and save his friend.
However, Steve did indeed succeed and Peggy has become one of the people who fought by his side. His comrades, the Howling Commandos, went as far as saying Peggy was the one who fought the longest at Captain America's side. It was true, of course and in the process, Peggy has fallen in love. She even promised Steve a dance at the Stork club after the war would end.
This wasn't to be, unfortunately. Steve went down the ice and was thought dead and Peggy was left without the love of her life. For a while, she fought with the Howling Commandos, chasing HYDRA operatives and securing the first 084 for the SSR. She was also the one to catch and interrogate the nazi scientist Reinhardt. Peggy's belief in her own beliefs and her distaste for project paperclip was shown when she told Reinhardt that despite his knowledge of the 084 she has secured, she would never negotiate with him and will never let him see the outside of his prison cell. No part of her believed in letting nazi criminals join the SSR, not even for intelligence, which she highly valued and could use.
Peggy's life after the war wasn't simple. She was used to be regarded as an equal by Steve, the Howling Commandos and Erskine and Philips. But the men in her office thought of her as nothing more than Captain America's girlfriend and went as far as implying she has slept her way to the position she's achieved through hard work. Peggy, who once punched a soldier in the nose for disrespecting her, has learned to maintain her temper and while those accusation stung, she maintained a calm if sarcastic demeanor. She knew her own value and she didn't let herself forget it because of her colleague being narrow-minded. Still, she was never assigned missions or anything beside filing and fetching coffee and lunches.
She turned this lemon into a lemonade, however, when Howard Stark and Edwin Jarvis approached her with a secret mission to clear Stark's name, as he was blamed of committing treason against the USA by selling his weapons to the enemy when in truth, the weapons were stolen. Peggy sneaking in and out of the office has not been noticed by her peers as they underestimate her, due to her being a woman, and so they don't suspect her when she takes "sick days" due to her period. The men of the SSR sought of the secret agent that is always one step ahead of them, never thinking it's the woman who poured their coffee. Meanwhile, Peggy's skill was never shown to them but was nonetheless proven when she managed to slip in an out of different costumes and identities, acquire information and basically save the world from LEVIATHAN and a black window named Dottie Underwood.
Peggy is often shown as a pragmatic, professional woman but she never forgets her own value. When she finds out Howard kept a vial of Steve's blood and prepared to use it to recreate Erskine's serum, she punches him in the face and tells him she has almost forgotten the values steve has instilled in her, of loyalty and integrity and goodness and she would never forget them again. This shows that despite her pragmatic nature, she also has an ideal side to her and she is loyal to those she cares about as she later allows Howard back into her life, explaining in tears that despite it all, he's one of the only people in the world who believes in her, everyone else has died - namely Michael and Steve. In the battle between her mind and her spirit and soul, her soul always wins.
Death accompanies Peggy and its presence has changed her. After her roommate is murdered by men who came for her, she starts distancing herself from people, shies away from friendships and turns down help. She learns that it's not wise, however, when she is nearly killed and is saved by Edwin Jarvis. He tells her no one can carry the entire world on their shoulders and when peggy notes steve could he reminds her she was his ally and his support. After that, Peggy keeps a few close friends, namely Jarvis and his wife, her friend Angie and Howard Stark. All of them believe in her and see her value which is something she spends a good portion of her first year of the war focusing on. In the war, she was highly valued and a part of her wants the same respect from her peers. After clearing Howard's name on her own, she watches another man get the recognition for her hard work and hardly cares, however. When her colleague Daniel protests, she assures him -
I know my value. Anyone else's opinion doesn't really matter.
To sum up, Peggy Carter is a woman with a sharp mind. A markswoman who can knock a man out with nothing but a stapler and also a woman who can gently inspire a man to become the world's first superhero. She is a pragmatic and an idealist, strict and emphatic and above all, a woman who respects herself. No wonder she has become a historic symbol of feminism and empowerment in the mcu, right?
